Board of Directors

The Wayne-Holmes Mental Health & Recovery Board is a part of Wayne and Holmes County government that is governed by a volunteer board of 18 Directors.

The Mental Health and Recovery Board of Wayne and Holmes Counties is pleased to announce the appointment of three new Board Members. Robin Troyer, Cherie Graham, and Jill Cyrus were named to the board as of July 1, 2008. The MHRB looks forward to valuable contributions from all three of these members.

Joining the Board as a Holmes County Commissioner appointment will be Robin Troyer. Ms. Troyer previously served on the MHRB for an 8 year period and held several leadership positions including serving as Board chair. Ms. Troyer has been a resident of Holmes County for 30 years and is presently Clinical Director for Wayne County Children Services Board. Ms. Troyer is a licensed independent social worker and has had a rewarding career working with children and families who encounter multiple social and behavioral issues.

Cherie Graham has been appointed by the Ohio Department of Mental Health to fill the family member position. Ms. Graham, a resident of Dalton, has served for several years as a parent representative on the Wayne County Family and Children First Council. Ms. Graham has also been an active member of NAMI (National Alliance for the Mentally Ill) and has participated in a variety of workshops and conventions sponsored by this organization. Ms. Graham is interested in serving on the MHRB so that issues involving mental health needs can be addressed and dealt with in open and non-discriminatory ways.

Jill Cyrus who was appointed by the Ohio Department of Mental Health as the designated mental health service recipient. Ms. Cyrus has been very active in community involvement including the Wooster Interfaith Housing board. Ms. Cyrus is interested in mental health concerns and has been a strong advocate, having given a number of speeches to community groups as part of last fall’s levy campaign. Her experiences with various agencies and her degree in social work will make for an active and involved board member. Cyrus is currently employed as a Habilitation Specialist for B&D Professionals.

Board of Director Members are residents of either Wayne or Holmes counties. They make application and are appointed by the county commissioners, Ohio Department of Mental Health (ODMH), or the Ohio Department of Alcohol and Drug Addiction Services (ODADAS).

Some members are selected to represent family members, consumers (persons using services) or because they have certain professional credentials. A physician and a mental health professional are included. For more information on becoming a member of the Board call the Board office.

The Board of Directors has the legal responsibility and authority for the planning, funding, and monitoring of mental health and substance abuse recovery services in Wayne and Holmes Counties delivered through its provider agencies.
